My guess is that they tried to fix/tweak the various chat-related bugs that exist (such as LOTS of missed chats), but aren't confident enough to document what they think might be fixed. It's been behaving for me since the reset, but some others have been commenting about infinite-loop scrollback. So here would be a good spot for people to talk about what is and isn't working for them.

My guild chat is constantly flashing on and off - not long enough for me to read. Hopefully it will be fixed soon?

I think they did try to fix the missing chat bug. Every once in a while, I'll get a blast of chat sentences, simultaneously, but from a wide range of times. The last batch covered 20 minutes. Some of it was still missing for 20 minutes, which is 19 minutes too long.
