That would be much better in my opinion.
At the current (individual) dungeons, you kill one monster each 2 levels.....

One monster each 2 levels, yes, at lvl 35 you might. But when you go higher up, the lvl difference in each monster is so much higher. Dungeon 7 has an avarage of 4 lvls between each monster, plus 22 lvls on the dungeon boss. Dungeon 8 has 4-8 lvls between each.

Also remember that some monster get specialized. Compare these three from dungeon 7:

Layer 6 = Level 168 Extaterrestrischer (Strength: 790 Dexterity: 810 Intelligence: 3280, Constitution: 2840, Luck 1180) Hit points: 959 920
Layer 7 = Level 172 Dragon of Madness (Strength: 3280, Dexterity: 1150 Intelligence: 1125, Constitution: 3000, Luck: 850) Hit points: 2.595 million
Layer 8 = Level 180 Spawn of the Twilight (Strength: 870 Dexterity: 3340, Intelligence: 860 Constitution: 3160, Luck, 1275) Hit points: 2.8598 million

First one is a pain for scouts, but not so hard for a mage. Third one, almost no strength, but is massive in dex.

Actually although one dungeon's monsters get more spaced apart if you look over multiple dungeons you should still have a monster at your level for ever even level.
For example the level 64 monster is in dungeon 3 floor 7, then the level 66 monster is in dungeon 2 floor 9 and the level 68 monster is dungeon 4 floor 4

So the personal dungeons are made to have you working on multiple dungeons at once.

As for how guild dungeons are going to work I am willing to just wait for them to be released. However a guild reward instead of an individual reward would get rid of some of the issues mentioned.

It shifts from being one every two levels to one every 5 levels after level 180. (180-185-190)

This combined with how long it takes to level at those heights inevitably leads to threads like this: http://forum.sfgame.us/showthread.php?t=1434

You will eventually get frustrated and stop waiting to equalize your level with the dungeon meanie and instead figure a way to use PoEL to beat it into submission for the exp and whatever epic you can squeeze out of it.

Dungeon raids should generally be mostly endgame content as it is, so having overleveled monsters seems reasonable to me.

In my opinion, the answers is simple.

I'd just make a guild raid feature where guilds can ready up and do them as if they where QUESTS with multiple monsters. They could do it once a day or once a week without a limited amount of them per guild. This way, they won't be dungeons (which once beaten leaves the guild with nothing to do), but a daily or weekly activity where guilds can take part of to earn more exp and/or items together.

PS: any dates announced so far?? it was set for June, but delayed till when?

I'm curious. Are the devs german and multi-lingual or did the german devs sell to american developers for these particular servers like a franchise?

The german devs have a translation team for us. The devs run everything behind the scenes, and each major server (America, Japan, UK, etc.) has an admin that works for the devs. iTZKooPA, for example, is the go to person for the US servers, but is under the thumb of the game's developers and doesn't make any of the changes to the game, but helps to make sure things go smoothly.
